Practiced public interest law at the Center for Constitutional Rights and taught constitutional law and federal procedure at Howard University and the University of Pennsylvania. Led successful challenge to the impeachment conviction of Judge Alcee L. Hastings. Played major legislative roles in the Voting Rights Act reauthorization (2006), America Invents Act (2011), and College Cost Reduction and Access Act.
