Chief of Staff of the Joint Committee on Taxation since May 2009. Joined the JCT as a staff economist in 1987 and subsequently served as senior economist, deputy chief of staff, and acting chief of staff. Prior to his arrival in Washington, he was a member of the economics faculty at Dartmouth College. His work at the JCT encompasses capital gains taxation, savings incentives, environmental and energy taxes, estate and gift taxation, taxation of multinational enterprises, low-income housing tax credit, tax-exempt bonds, pension issues, and charitable organizations. Recipient of the Tax Council Policy Institute's Pillar of Excellence Award and the National Tax Association's Bruce Davie–Albert Davis Public Service Award.
