Chief of Staff to House Majority Leader Steve Scalise (R-La.), serving in this role for the past decade. Horton joined Scalise's office in 2010 as legislative counsel and has held multiple senior positions including Policy Director at the Republican Study Committee and Floor Director in the Majority Whip's Office. He is a key architect of Scalise's rise through House Republican leadership ranks. Horton was instrumental in major legislative achievements including the Trade Promotion Authority (TPA) bill passed in 2015 and recent reconciliation legislation. A West Ouachita High School and Louisiana State University graduate with a law degree from Loyola University College of Law, where he also interned at the Law Clinic. Horton is departing Congress in December 2025 to become Chief Advocacy Officer of the American Hotel & Lodging Association.
